If they found a good trait then they would transport it to a region of the empire that would benefit from that trait.

An old city that's close to 5000 years old but illegal farmers are threatening to destroy and occupy the city after their previous occupation of a nearby city ruins, where they wanted to build a water reservoir for their crops.
