Because third world countries sometimes do produce high IQ individuals, but they're overwhelmed by their low IQ countrymen and lack of infrastructure, and that keeps them from actually working their intelligence for good.

Imagine being a 160 IQ aspiring particle physicist in Brazil. It doesn't matter how capable you are you'd never be able to achieve your full potential in a country like Brazil, therefore you'd be forced to migrate to a developed country that has the infrastructure to accommodate highly gifted individuals, if you so wish to accomplish that dream. Or you can choose to stay in your home country and live a miserable life alongside your low IQ countrymen and never be able to contribute positively to humanity.
