Why is NL combined with Italy? Completely different cultures. If anything, you could combine the Romantics (France+Italy), but NL should either be with the Germans or Angles.

I think both deserve their own status as nations (especially before Wales or Iceland).

Meme country is something that doesn't have a legitimate basis for it's existence like language or ethnicity, (which we on that notion fill already). And what comes to legitimacy of government and state the finnish state has proved it's cabable of being independent despite being subjected to hostilities from either side.
