It's a severe exaggeration of what the police call "Particularily Vulnerable Areas". The idea that the police doesn't go to these places is complete fabrication; what they might not do is send lone patrol cars on calls and rather send a pair of them. Their presence in these areas is pretty palpable. (most crime is gang-on-gang and you know how difficult they can be to handle, "no witnesses" etc)
