1) commission president
2) president of the council
3) president of the parliament

Tusk is number 2.
The one that's actually important is 1) and is proposed by the parliament.
None of them are elected directly because EU is not a system where (any) president has much deciding power.
Body greatest decisionmaking power is the council made out of national governments. President of the council is only a debate moderator.
