1. Soviet Union wasn't communist in the original meaning of the word. Many people have no idea how to call it. Socialist, state capitalist.
2. Communism is not the way you govern the country, like monarchy, republic, etc. It's the economical formation, like antique slave-owning society in the past and feudal and capitalist societies later.
3. The soviet leaders have considered art to be a propaganda tool. So, they have established censorship, like many other governments of that time. Since the 1930s the main direction of art was "socialist realism", even though some old avant-gardists from pre-revolitionary era were active and many other genres were also popular among the artists.
The problem is that at certain moment socialist realism began to stagnate, while younger artists weren't accepted by the statesmen. And, desu, most of the soviet underground art is complete garbage. Only with Perestroika the state barriers were lifted and new talents have started to come up. Together with the waves of tasteless shit which has gotten the cult status among our intelligencia because of its status of being forbidden.
