It's a habit from Soviet times. Then some store could get a sudden supply of sausages or toilet paper, or imported shoes, or whatever was in deficit, and people formed the queue. Passers by didn't know what is selling there right now, but still stood in queue because even there were something, they didn't need they could resell it for higher price.

USSR doesn't exist for 3 decades as well as deficit, but even today if there is a huge line on the street people at first stand in it and only then ask "What are you standing for?"
