Again - in Estonia 1/4 of all population is ethnically Russian, but they don't move to Russia, even though many of them don't even have Estonian citizenship (the Estonian authorities require some Estonian language exam or smth like that and Estonian is fucking hard), but Lithuania doesn't have similar anti-Russian law.
