1806? Napoleon? France was already a nation, Germany as a nation state didn't exist, there were plenty small states. Not a fight between equals.

And France was allied with some of the German states. Again, not a fight between equals.

First time the German states acted as one 1870 French got its ass wooped. And ever after never stood a chance alone.

German states were most time too busy to fight each other. 19th century it was for us more about who would lead Germany... Prussia or Austria. In the end the Prussians won and Austria, which is also a German state, was locked out. So we weren't even really united, Austria missing.
