Depends where you go, like with any city.
In some of the poorer regions (North Point, Causeway Bay) you'll find scores of cheap, tiny, deteriorating apartments with laundry hanging on the balcony. Storekeepers dump their waste into the streets and roll it for blocks on their carts, and you get various offputting scents. And everyone spits.
But there's pockets of super high wealth (the Peak, Central) and all the buildings are modern, the streets are clean, and the super wealthy live in homes or penthouses overlooking the city. But these areas just feel like typical financial districts you find anywhere in the world, and they lack that side of Hong Kong that makes it unique.
The place I stayed at (near Nathan Rd in Mong Kok) was a good balance between wealth/cleanliness and the distinctive "Hong Kong" feeling.
