Because the Irish goverment doesn't want it, and most people in Northern Ireland don't want it yet. Also the unionist party are still predicted to retake their lead.

As soon as the majority of NI wants it, it will happen by referendum. Two possible scenarios:

1). Demographics: If (when) Catholics become the majority, a referendum will soon follow. Most likely scenario.

2). Economics: Staying in Britain becomes unviable to the point that it becomes sense to blanda upp with Ireland. Distantly possible if the worst-case Brexit outcome comes true.
