Well it depends what you are looking for. Maybe a provincial town of France, something like Bordeaux, Strasbourg, or Lyon. You'll have "culture", probably some job opportunities, a relaxing life, but also enough things to do, if that's what you want.
Avoid Luxembourg, it's way shittier than HK. Only business world, but boring as shit.
