Jews are shrinking in number except in Kiryas Joel, and are assimilating.

Kiryas Joel is this absolutely cancerous town in the beginning of Upstate New York that is basically a theocracy where everyone has 10 children and they intimidate everyone in Kiryas Joel to voting the same way (everyone is a Jew so they use the threat of the grand rabbi in Kiryas telling everyone to ostracize them)
Most people are below the poverty line so that the town can amass welfare money, and they have strategically taken over the area's school board to take funding away from everyone else to direct it into their public schools that are basically Jewish-religion schools.

the reason there is a large increase in enrollment is because the upper Ivies (the colleges in your chart +Columbia) stopped keeping anti-semetic policies in the admissions process. that is why at Yale it does a staircase from 1900 to 1940, they kept changing the quotas.
