Is the German diaspora allowed to return to Germany for free? Is Israel the only country that does something like this?

Look into Jus Sanguinis. It's a law that allows some diasporas to get faster citizenship/bypass the process partially. Many European countries have it in various forms. You have to be able to prove your family was born there or had citizenship. It might be easier just to say you're from Syria.
