Problem with Rio and those iconic slums was the massive influx of migrants and the unused land in the west zone. Meaning poor people had no option besides settling on the forested mountains. Since the removal of those places is almost impossible because of a miriad of reasons, in time they tend to become better places. Rio is a rich city and population isn't rising.
