I'm pretty sure there are some pretty large towns and cities but I think it is just Russians and whatever Mongoloid ethnic groups settled there.

Sadly there is never a big area, where literally no people live, there is always a little village or a lonely hermit. Its crasy how the Russians live scattered all over the huge country.
