From an earlier misconceptions thread, but the Senate here isn't really the "upper house", at least not in the Westminster sense of that term (although it is the more prestigious chamber). There is absolutely no guarantee that the Senate will pass anything passed by the House, especially if the two chambers are of different parties. Also, the Senate is free to introduce its own legislation other than money bills, and does so with roughly the same frequency as the House. Similarly, the President is arguably more similar to the Monarch than to a Prime Minister.
