Not always, you can luck out and get something that was used by a detective, sheriff, or some other higher-up
The Crown Vic's over here come with idle timers, so you get an extra metric to see whether or not the car spent all of its time outside the donut shop, or whether it was idling at the side of the road and suddenly at wide open throttle to catch speeders with nothing in between
That being said, unless you notice certain clues, it's still a gamble
