Has anyone here actually learned something with this? I mean, can you actually be more than decent at another language by learning it in Duolingo?

It's a good suplementary tool, but just by itself it won't help much.
Is Duolingo better than Memrise?
it's good for giving you a very basic understanding of the language, especially if you already know one that is similar in structure
It works but I wouldn't say it's a full learning experience. But its great with basics and setting the foundation.
Currently 60% in my course and can understand the language to a basic level.

Different uses imo.
DuoLingo is nice to have just seen a couple sentences regarding a topic beforeI delve into the topic in my textbook.
Memrise is nice to just memorize some words.
