If you're talking about the whole of the UK, maybe 15-20% will speak in a 'posh' RP accent. It's mostly limited to the south, and even then it's limited to people who don't have the regional accent.

What county? Guessing you're somewhere in the south, probably somewhere like Surrey. I can only think of one northern person who spoke in RP, no Welsh or Scottish people, a very small percentage (although it does include me) where I am in the Midlands, and then maybe about half of the southerners I've met.
