I think it displays mild to moderate psychological damage and should generally be discouraged.

It is essentially a scar with ink in it. You're paying someone to stick an ink-covered needle into your body repeatedly.
It's like cutting yourself, but it is a lot more accepted in the general public.
Do you see a flower, or do you see a scar from cutting the skin? That was a stupid rhetorical question. It's obviously both. But when it's a design, people think it's ok. If it's just lines people don't think it's acceptable.
But in the end both are just an expression of a desire to feel something or relieve pressure from whatever it is that's bothering you in your life.
These people should get help, not encouragement.
