I always have the same amount of clothes, increments are rare
Twice a year to be honest, once when I realize I don't have enough light clothing and once when I realize I don't have enough warm clothing.

i go thrifting a few times a year, spend ~$20 each time. sometimes i'll buy t-shirts from things i go to or if i see something really funny online.
Tbh I don't like buying new things, nor do I care about fashion, since I don't really meet anyone ever, so I just wear my old clothes, even if they are visibly worn out.
