Yes, rare is not undercooked on a steak. It has to do with bacterial exposure, which will not touch the inside of a steak.

This is why you can dry age a steak.

You shouldn't have a burger rare for this same reason. When you grind beef, you expose a lot of surface area to air and bacteria.

On a steak it's totally healthy, tasty, and preferable. Try a real steak, you hick.
