They aren't magical but they're allowed to say and do whatever they want with the assurance of never being called racist or sexist for doing it. This gives them confidence to express themselves however they want.

If a white artist wore that dress people would be frothing at the mouth and trampling each other to be the first one to call her racist. The news would drag her through the mud. The worst they can do to a black woman is call her a race traitor or how she has internalized oppression or something, which just makes themselves look like assholes.
