I think when you get to high enough echelons of power, typical 'gender' behavior becomes moot as the officials act according to their beliefs and environment.

Thatcher wasn't soft on Argentina, Boudica wasn't soft on the Romans, Margaret of Anjou wasn't soft on rival houses, etc. Women can be pretty fucking vicious like men, but with any leader, the political climate has to push them into it.
