Very likely yes, although I do prefer what we [as in the region and culture I was raised in] inherited from the Iberians. Many Latin Americans are strongly traditional and I personally believe tradition is more important than wealth in the long run, Jewish history being the living proof of that.

By promoting eugenics, the death penalty, legalizing abortion under any circumstance, legalizing the sale and consumption of drugs and controlled gun ownership, Latin America would eventually improve overtime, as those social and legal attributes would naturally target the least intelligent individuals, therefore diminishing their population.

It's very easy, just imagine a continental Jamaica or Belize.
