It depends on a lot of factors. You could have pure water in a bowl, and if you ate it with a spoon, it could count as eating it. But it also depends on a lot of other things, you can also drink from a spoon or use a spoon as drinking support. If you consume it fast, it may be more like drinking, and if you have a glass of water on the side, it's probably eating. It also depends on the size of the spoon, and how you get it into your mouth. If you put an average sized spoon into your mouth to consume it, it's probably eating, but may be drinking if you do it really rapidly. But if you don't put it into your mouth, and just hold it in front of you, it's more like drinking.

Damn, that's rough. We had paninis and fried shit and a "main dish" of the day, deserts from pies to brownie ice cream sundaes and vending machines with fruit and yogurt and stuff. Could buy salads and stuff too. It was a privately operated publicly funded school though. My grade school had shit-tier microwaved corn and boxed mashed potatoes and massive chicken nuggets (with that gross shredded compressed "chicken") for "chicken parm".
