Probably neither, assuming no nukes

The edge would ostensibly go to Britain for their stronger navy, but they have no way of effectively invading a country that can put up any kind of organized resistance, let alone carrying out a prolonged campaign in one.

In a low intensity war, defensive side, because currently Japan has little to none power projection to mount an amphibious campaign against a country like Britain, and vice versa: British one is too small to do anything against Japan as the JSDF can easily wipe out British fleet in Japanese water.

In a total war without nukes, of course Japan.

In a total war with nukes, of course neither.
