That's what happens when you treat your cops like shit, they aren't going to risk their lives to live in misery. Unfortunately, the population is the one that pays the price.
Some criminals are getting caught by the population, though, and I bet that they're having a real bad time (I'm not for ES, but I've read these things on the news).

That was the first thing that I though. It's like The Purge in real life. At least the ones dying are almost all criminals (gangs vs gangs). Just a few of those deaths were off-duty cops that tried to prevent robberies.

"Brazilian" is not an ethnicity. For example, where I live I see Japanese, Chinese, Arabic, Italian, Slavic, German people all day everywhere I go. Just like Blacks and Mixed people between all these races.
