Try leftAlt + shift to switch between the russian and japanese inputs, and once in the Japanese input, Ctrl + CapsLock to switch to hiragana. At least that's how the key bindings are configured here.

I checked the buraku community listing.
It seems like there are two major buraku communities in your vicinity.
The one is called Ushikuma, and it's the home town of a famous zainichi Korean writer, called Kohei Tsuka.
I remember he said he grew up with many zainichi neighbours.
Many zainichi Koreans are executioners, undertakers, workers in slaughterhouses, butchers, or tanners...because they can't get better jobs because of discrimination.
Consequently they end up living in Buraku as well.
