What is the most high tech futuristic city in the world? The one that looks as less like a village as possible. Literally full skyscrapers, zero 1-2 floor houses.
Hong Kong (your pic) is as close as it gets. Kowloon in particular isn't "high tech", but has the cool cyberpunk neon sign aesthetic.
Tokyo is too spread-out to have the density for high-tech, but there are parts of the city which have that feeling.
NYC feels American, but not "high tech futuristic", probably because of some of the classical skyscraper architecture and limits on light pollution downtown.

I would say Singapore, not because they have many skyscrapers, in fact compare to city like Hongkong they have a few skyscrapers, but they have a really advance building technology and they build city with others in mind, not only for human, but for the environtment and animal around them. As an architecture student, Singapore always be one of my precedent study if I want to design hightech green building

The price is relatively the same in every district, except for downtown I suppose, but even there you can find relatively cheap apartments. For high density of shops, malls, public transport and overall infrastructure I recommend Pionerskaya.
