For girls, it would probably depend on you yourself, since at this point a lot of Baltic women have started to become somewhat suspicious of foreign men (also, be vary of women who professionally get foreigners to pay for extremely overpriced (we're talking hundreds of euros here) drinks and services in venues which are designed for this sole purpose.
Latvia is also probably the most expensive of the Baltic countries. The coolest stuff to do comes from cities outside the capital - there some great treks, obstacle courses, excursions through natural parks, etc. If you're interested in going into nature, then Latvia definitely has stuff to offer.
For drugs, you probably need a contact beforehand. There are laws, but they are not enforced strongly - I do not know any user who has been caught. I've heard Estonia is the most lax with this stuff. Lithuania, I presume, would be the strictest because of its Catholic background (though not sure - a Lithuanian should correct me, if I'm wrong.)
