Not really. Though in 100 years most likely. There are foreigners that embed themselves into Japland in some way like this guy >>70798413

But you're still only really semi-jap, if you're not east asian a random jap on the street will instinctively presume you to be a foreigner, maybe even just a tourist. Even if you have a jap family, embed yourself in it in someway (like being a government official) and have lived there for 10+ years. There are non-asian japs who are for all intents and purposes, in every way; Japanese, who've never been outside of Japland. Yet aren't Asian so are instantly assumed to be a foreigner.
