Because it doesn't do a good job of efficiently allocating resources. Markets are able to accomplish this because they're decentralized and distributed.
Think of resource allocation as a computing problem. Communism is like running it all on one desktop computer while markets are like distributing it over all the desktop computers in the world.

A lot of retarded policies. The Soviet Union "incentivized" good workers by giving them more hours with the same pay rate because they thought people would work hard regardless, so that would be the best way to get the highest quality products. The government only cared about maintaining their power, so the only industry that they put a lot of resources into was the military. When the Soviet Union really tried, they could compete with the west in some specific areas, but they had no incentive to do that because they didn't profit from it. Their central planners also rejected using computers when they were invented because it would reduce the number of people working in central planning... There's lot of examples of communist governments refusing technological advances because it would cause them to lose their jobs.
