I started learning languages when I was 16. And now I can speak English fluently and Russian and German with sufficient level.

The difference lies on the method of learning, unless you are 50 years old, it shouldn't stop you from learning languages.

Not to generalize but when I taught English in Germany I noticed that the adults were far more shy to speak than my Czech students. When they did speak, their English was really good, so I was confused as to why they were so self conscious.
