Non restricted requires a PAL, it's easy to get and cheap, most people do it as part of their hunter safety course, but can do it anytime. Course is online for people over 18 then a test in person

You're mistaken, it wasn't just single shot muskets for militiamen and the founding fathers clarified that a couple times. Once when a merchant sea captain asked if the 2nd amendment allowed him to keep a canon onboard, to which they said yes. This is a very powerful weapon and not a militia, still protected according to them. They were also big fans of a few rapid fire guns that existed at the time and Thomas Jefferson even equipped the Lewis & Clark expidition (not a militia) with Giradoni air rifles which had a faster gravity-fed reload rate than muskets and was quieter than a compressed "silenced" weapon shooting modern sub-sonic ammunition.
