Depends on which part of the city you're talking about
The south zone is the rich one, with decent neighborhoods and high middle class people and commerce.
The north zone is straight favelas everywhere, there are some "islands" of middle class where you could live safely-ish.

I visited Rio a while ago. It felt exactly like Mumbai, or any big city in India. Only difference being that Rio's poverty seems concentrated in specific areas while Mumbai is totally random.
