Because Ukrainians are not really fleeing from Ukraine on the large scale. The fighting is contained in the quite small area, and the both sides are relatively civilized about it(no gassing civvies ect). Ukrainians who have had to move away from fighting are fleeing inside the country to the stable western parts, or moving to the Russia because they were de-facto russians anyway.
