This isn't about the language tht exists, it's about changing the "official" baseline of the language, which the language all over the country is judged by. It's basically held the small group of dialects including the Stockholm one as the correct Swedish for quite a while.

Of course, none of this matters, since it's not a direct government program, and Swedes are not at all interested in the authorites controlling the language.
