So, going by this chart, the top 4 are found to be 4-7% more intelligent than the average (Belgium through the UK), and the Asian numbers are actually resetting the curve, pushing the other results down.

Iq is not a perfect measure of intelligence but it's an indicator of it. If one population consistently scores better it usually means they are smarter. Also with brain size to body size, onset of puberty, skeletal development, testerone levels, likelihood of geeting pregnant, likelihood of twinning. They are probably smarter. I think germanic europeans are smarter anglos not included.
