Question about birth rates.

Why doesn't Japan just let them fall? After a period of decreasing population, won't conditions become better for the rest of the Japanese allowing another stage of growth and development like in the 1980s?

Currently, over-population seems to be causing a great deal of stress in their nation. The loss of their famous work culture means economic instability for the average person, which is a main reason for the lack of births. That doesn't even begin to mention the odd social effects we're now seeing, like 44% of millennials being virgin.

The best solution is to de-Tokyoize and spread the population over a bigger area. Tokyo is crammed full with the population of Canada within its metro area, but some towns in japan are exclusively comprised of seniors, now that the only kids have moved with their parents to the big cities for work. Kind of a depressing scene, and you see an entire town die.
