Controlling your own organized crime is your own obligation and if you can't handle it then we will - and under Trump, don't be surprised if that includes "if your military can't dismantle these cartels then ours will do it and you will reimburse us later". Of course, if you come to us and ask for materiel or aid then we'd probably be happy to help - or, at the very least, coordinate anti-cartel activities on both sides of the border.
