Gaul was one of the areas most heavily settled by the Romans, and very quickly after Caesars conquest we see Gallic culture make way for a Gallo-Roman hybrid. As the Italian peninsula descended into chaos after the Langobard takeover (which wasn't so much an invasion as it was an immigrant coup), the Romanophile Franks carried the torch of civilization on (especially under Charlemagne who damn near revived the West Roman Empire).

On the other hand, Germany was a land untouched by Roman civilization, and Germanic barbarity never left their public conciousness. It is the ancient struggle of Latin Civilisation against Barbaric Kultur.

You underestimate how Germanophile the British were up until WW1. Despite retroactively whining about "muh balance of power" they were perfectly fine with not intervening in the Franco-Prussian War, tolerated German activity in Africa (even though they had no business being there) and even went as far as to look the other way while the German navy actively provoked them. It wasn't until 1905, the Morocco crisis, that Britain actually took very careful steps in the direction of France. Oh, something you also forget: George V, Wilhelm II and Nicholas II? They were family. They knew eachother on a first name basis, and even during the war itself George V hadn't really understood (or processed) that his own family was now "the enemy".

The Germans fucked up THAT hard. They had the British and the Russians on their side (or at least to the point where their neutrality in yet another war against France would've been guaranteed) and they fucked it up with numerous accounts of militarism, violence and barbarism. In that situation it appeared as if Germany was untouchable, but somehow Wilhelm fucked up so hard even a mute child would make for a better emperor. Because at least a mute child wouldn't fucking accuse the French and Russians of intervening in the Boer wars without evidence.

Wilhelm, If anything it was George himself that pushed for Brits to support french during Morocco crisis.
Lower spheres of brits and populist politicians were usually germanophile, while conservatives found Germany to be too violent, absolutistic and unpredictable.
