Vietnam has over 1000 years of bad blood with China. While Beijing provided considerable assistance during the war in the 1960s, it was really just for selfish reasons (so as to keep US troops off of China's border).

The VCP is more pro-Chinese than the general population, partially out of ideological reasons and partially out of a desire to preserve good relations with Beijing, this is why they're often accused of being Chinese puppets as >>70328135 said.
