Because, other than science and tecnology these are all fucking meme categories that rely on a combination of shoddy definitions and "muh per capita". What the fuck does contributing to "world order" even mean, especially when Germany's pathetic army isn't involved in any overseas operations, Germany has no seat in the UN security council and can barely keep its own rapefugees in check? What does "culture" mean in a country where the biggest fucking party is a separatist party and half the country hates the other half? This is on par with those "happiness" indeces, or those charts that rank quality of education based on how many scientific papers a university writes, or quality of living rankings that attribute 20% of their score to "gender equality" or some shit.

They're international dickmeasuring contest imposed by institutions with a clear political agenda. Naturally the countries that conform to that agenda come out on top (these countries are often Scandinavian, which is why it surprises me they're not as high as expected).
