It isn't modern Belgian's fault a retarded Frenchboo elite came to power after independence, effectively trying to kill the Flemish languages and the Walloon one. Didn't get better in the 1960's, when the Flemish needed to be united against the government and thus used the Dutch language as a dachsprache, and thus giving actual languages like Limburgish and the different Flemish languages the status of "Dutch dialects".

I say only the areas surrounding the Mediterranean are. Britany and Saxony have heavy nordic ancestry, western france has a very strong germanic presence.
