Japan and S.Korea are roughly the same, but I think they have more complex feelings than others about that for some historical reasons.

Honestly? The opinions are pretty evenly distributed among the spectrum.

Let's start off with the fact that NEET/otaku culture in the west is definitely not the same as in Japan. People like animation in general, and for fans of it, stuff like Miyazaki, Ghost in the Shell, Akira etc is seen as reasonably high brow stuff.

In addition, there's a lot of anime that could have been very succesful in the west, and usually has been. The obvious example here is Pokemon, but stuff like FMA:B, Gurren Lagann, Cowboy Bebop, FLCL, has a real cult audience who like it. Boku no Hero is something that's also quite popular, simply because Captain America training kickass is pretty fucking sweet. Guilty Crown also had a real hype phase in Germany, even after it had finished showing, simply because despite it's flaws, the production quality was outstanding.

That being said, there is a cultural difference that stops a lot of people getting stuck into it. There's the fanservicey over the top stuff that only exists to fuel fetishes (not complaining mind), but then there's the fact that comedy and cultural references doesn't translate as well from one side of the world to the other. Hence why stuff like Steven Universe, Adventure Time, Gravity falls and Rick and Morty are all vastly more popular in the west.

In addition, despite what the internet likes to believe, people who like anime tend to keep it to themselves unless asked. It's not quite as bad as 'hiding your powerlevel', but there's always a stigma with foreign media anyway in any country, with people shitting on Doctor Who because 'muh lefty BBC', rather than the fact that Moffat can't hold a long running plot for shit.

That being said, it is having a resurgence, albeit a very quiet one. Abridged series are popular, due to how great they can be, and the fact there are some really great things in official dubs; see Ghost stories english adv dub., despite the fact that ostracised kids/media are grouped together.
