They put their slow cargo on rails so that people can comfortably drive their own cars on the roads. Electric trains are quieter and don't blow diesel smoke trough the rail cars they tow and the cities they pass through. Electric power can be generated where emissions are less important, and transported to where the air needs to stay clean. Even the Donald likes clean air. Diesel only makes sense on cargo trains.

China is very densely populated, and trains make sense. There are cities with several millions of inhabitants only a few hundred kilometers apart.
Russia only has one high speed rail line, and it goes between Moscow and St. Petersburg, which is at a distance where it barely becomes competitive with airplanes. I don't think it even qualifies as high speed rail because it's pretty slow.
In the US you could maybe have one line along a part of the East Coast or West Coast, where there are a bunch of fairly large cities in relatively close proximity. But most of the country is so sparsely populated that it would be a huge waste of money. I think even in most of Europe it is not really economically feasible to build high speed rail lines. In Spain for example, a massive amount of money was wasted by building these very modern rail lines that have no chance of ever making it back.
