I think Americans always liked/respected Russian people, just not the government. With Putin, he was always viewed as a hollywood villain. Evil but kind of cool.

And Americans value toughness, so naturally Russians are viewed positively because they have a "crazy" reputation.

It doesn't matter if you honestly think nobody takes dugins delusions seriously or if you're just trying to downplay it to push the "Russia dindu nuthing we just want to live in piss" narrative, but Russian government acts according to if not these ideas directly then according to underlying conviction that Russia should be the one deciding fate of the world or at least influencing it and undermine and weaken its rivals, be they real or imaginary.
