Why is it that certain countries have these weird letters with balls on top?

we put these little things on top of the letter so it can indicate that they're supposed to make a different sound.
example: ã â and so on
but these are not different letters. they are letters with things on top
Ä is a letter on your alphabet
ñ is a letter on the spanish alphabet
why cant we have the same alphabet and just put the things on top of the letters instead of declaring them new letters?

They are very rare in french. More common in dutch but they are very obvious.
You're expected to speak portuguese or english, there's no reason to bother with these.
